The purpose of publishing this study produced by the UNICEF Evaluation Office, the Communication for Development Section, the East and Southern African Regional Office C4D and Evaluation sections, and the Country-level Communication for Development section in Kenya, Madagascar and South Sudan is to fulfil a commitment to transparency through the publication of all completed reports. This study is designed to stimulate a free exchange of ideas among those interested in the topic and to assure those supporting the work of UNICEF that it rigorously examines its strategies, results, and overall effectiveness.
