In recent years, internal displacement and resettlement appear increasingly on

UNHCR's agenda. This report illustrates how UNHCR tried to cope with these new

challenges in Somali Region 5 by developing a `cross-mandate' approach in

conjunction with other UN agencies. Secondary analytic themes are the effects of

relief and rehabilitation programmes on pastoralists, and the constructive or

economic uses of food aid, and the capacity and knowledge of the local economic

dynamics that they require.
