Philippines has a great deal of learning embedded in humanitarian practice, civil society structures, and government relations. There is a lot that the rest of the sector can learn from, and many of it is well documented. It is sometimes apparent, however, that the learning has not been absorbed as effectively as it could have been. Loreine and Juliet discuss the reasons why.
