2024 saw the end of ALNAP’s previous strategic period (2019-2024) and, whilst work on the next strategic plan was put on hold for a few months following the turmoil created by the US funding cuts, the work that has been undertaken to review ALNAP’s impact model over the last year informs the shape and approach to this work plan.

Central to our approach is the insight that the current barriers to learning-driven improvements in performance are:

  • Inequitable access to learning- and knowledge-sharing opportunities and resources across the sector
  • The inability of individuals and organisations to navigate and make sense of the learning, knowledge and analysis that now exists
  • The inability of individuals, teams, and the wider sector to utilise existing learning to affect change
  • Critical gaps in the sector-wide evidence and analysis that are needed to support more informed and effective policy and practice

In this work plan period (2025-2027), the ALNAP Secretariat will continue to look ahead to the changes that are needed to support meaningful learning at a moment when the sector is facing significant change. The impacts of the funding cuts and the difficult decisions many funders and organisations are making as a consequence are only beginning to emerge.
