The international humanitarian system is currently going through massive changes, as a result of a drastically changing funding environment. But humanitarian actors still need to learn, to improve their performance and to be accountable to crisis affected people. Generating evidence and using it is more important than ever, and evaluation is an important source of evidence for the system. But how do we ensure that evaluations are useful and of high quality amidst staff cuts and smaller M&E budgets?
During this session the panelists will discuss challenges and opportunities with generating and using evaluative evidence in these changing times. ALNAP will present some key insights from their newly published evaluation guide (Adapting the OECD criteria for the evaluation of humanitarian action – an ALNAP guide) and other speakers will discuss their experiences of commissioning and undertaking evaluations with current constraints. The audience will come away with insights that can be applied to their evaluation and evidence generating practice.
