Since the outbreak of open conflict between the Kosovo Liberation Army and Yugoslav military and special police forces in early 1998, Kosovo has been the scene of massive forced population movements. Over 350,000 people had been displaced and many thousands had fled abroad.
This short evaluation seeks to identify strengths and weaknesses of the UNICEF preparedness for and response to the crisis and draw lessons from them. While not the primary focus, recommendations for future UNICEF emergency preparedness and response are made.
