This is one of the 16 country studies undertaken for the five-year evaluation of the Central Emergency Response Fund (CERF). The CERF was founded in 1991 as a $50 million loan fund as was revamped in 2006 with the addition of a $450 million grant fund. All UN agencies, as well as the International Organisation for Migration (IOM), can have access to the CERF.
