The UN refugee agency and Colombia's National Ombudsman's Office on Thursday inaugurated a Casa de los Derechos – or 'House of Rights' – for thousands of displaced people in Altos de Cazucá, a troubled neighbourhood on the outskirts of the capital Bogota.
