Paper Prepared for the 3rd International Workshop on the Evaluation of Social Development
This impact assessment and advocacy project proposal is the result of discussions held between Oxfam and ISODEC in June 1996 and with the Executive Committee of the Northern Ghana Network for Development (NGND). This paper attempts to share more widely the results of those discussions and presents some of the thinking around the methodology which will be employed.
