The purpose of this note is to provide guidance to local governments who wish to undertake an effective review of progress against disaster risk reduction at the local level using as reference the Hyogo Framework for Action (HFA)1. The guidance note seeks to familiarize relevant disaster risk reduction stakeholders, particularly the local government focal points, with the “Local Government Self Assessment Tool (LG-SAT)” and provide some suggestions regarding the process for its implementation. This guidance document is generic in nature and developed in a way that is suitable for most local contexts; however, local governments may decide to carry out the progress review process in a manner suitable to their own circumstances.
