Emergency Response Support to people affected by Typhoon Ketsana in Vietnam
The purpose of the mid-term evaluation was to assess the effectiveness of the emergency programme so far, to improve the implementation of DEC Phase 2 and any similar project in the future. Qualitative research methods were employed in this evaluation mission. A combination of different methods including a desk review, beneficiary group discussions, key informant interviews, case studies and direct observation was used. For the field visit 2 communes in 4 districts (in 2 provinces) were selected.
