An Evaluation of Humanitarian Information Centers - including Case Studies of HICs for Iraq, Afghanistan, and Liberia

This evaluation assesses the performance and impact of the HICs to date, and puts forward recommendations for improvements. It stresses that the HICs have generally had a positive impact in their regions although their contribution to the creation of a common information management framework has been limited. It recommends setting up an advisory board to promote transparent management of HICs in the field, and to provide strategic direction. The document was commissioned by DFID and USAID, and is based on case studies carried out in Iraq, Afghanistan and Liberia.
