This is a document made up of two baseline scenarios; one for the city of St. Louis and one for the city of Addis Ababa. The baseline scenario is a document that gives an insight into the cities of St. Louis and Addis Ababa, the problems they are facing in relation to climate change and an overview over the main existing strategies and activities addressing the challenges in the cities.
The aim of the baseline scenarios is to establish a common understanding within the CLUVA teams. It will be used as a document that the work package 3 group working with indicators and urban strategies can refer to during their work and also it can be used by other CLUVA partners and people interested in the particular cities to get information and an insight into the main strengths and weaknesses.
The baseline is based on both written material, oral information given at meetings and workshops in the cities 2011 as well as existing plans and study visits in the city.
