Data are changing the face of humanitarian response, providing unprecedented opportunities to innovate and to better assist affected populations. Protecting vulnerable populations from harms posed by data use is the collective responsibility of the entire humanitarian data ecosystem. Building data responsibility into humanitarian action identifies the critical issues humanitarians face as they strive to responsibly use data in operations. It proposes an initial framework for data responsibility based on a four-step process that aims to mitigate potential harms from data use. The paper also proposes minimum humanitarian standards for using data responsibly. This paper is part of OCHA's efforts to improve data and analysis on humanitarian situations and build a humanitarian data community.
