CARE 2000 Cambodia Evaluation of Disaster Preparedness for Floods

Between 2000 and 2003, the Cambodian province of Prey Veng experienced a cycle of severe flooding. CARE Cambodia's Disaster Preparedness and Mitigation/Living Above the Floods (DPM/LAF) sought to increase the capacity of vulnerable households in the province to cope with disasters and to reduce their vulnerability to floods. The report highlights numerous good practices from which CARE can draw in future emergencies. The evaluation makes numerous recommendations, most of which are project-specific, on topics such as target area selection, project orientation process, participatory risk assessment, vulnerable household selection, disaster preparedness teaching tools, procurement, complaints mechanisms, information tools, food aid and capacity building.
