CARE 2005 Pakistan After Action Review of the Earthquake Response in northern Pakistan

The CARE Pakistan experience has highlighted two important lessons for international federations like CARE in dealing with large complex emergency operations:

  1. Early on in the response, greater clarity to the roles of various entities located across the globe (eg. CARE International/CARE Emergency Group, Asia Regional Management Unit, CARE USA, Country Office) in terms of who makes the final decisions.
  2. Agencies need to recognise the value of bringing in CARE staff from neighbouring country offices who are familiar with the local context and have experience working in emergencies.
