
The CARE Pakistan experience has highlighted two important lessons for international federations like CARE in dealing with large complex emergency operations:
- Early on in the response, greater clarity to the roles of various entities located across the globe (eg. CARE International/CARE Emergency Group, Asia Regional Management Unit, CARE USA, Country Office) in terms of who makes the final decisions.
- Agencies need to recognise the value of bringing in CARE staff from neighbouring country offices who are familiar with the local context and have experience working in emergencies.
