The International Organisation for Migration (IOM) communication unit was originally intended to be a conventional public relations/public information department. The initiative to expand into, and ultimately focus on the area of communication with disaster-affected communities was the work of the individual hired to establish the unit, under conventional terms of reference as a public information officer. This paper desribes the building of the unit.
