This paper is is an evaluation of the ECHO’s performance in the housing and rehabilitation sector during the post-Mitch period in Central America with emphasis on lessons learnt. Assessment of its performance was carried out by field visits to ECHO-funded projects, interviews with partners and stakeholders and file research on implementing partner reports at the regional ECHO desks.
