This toolkit is excerpted from a larger report on designing safer livelihoods programs. The CLARA is a tool to assess gender-based violence risks associated with livelihoods, as well as risks introduced by humanitarian programs. The CLARA may be used as a stand-alone tool or alongside other livelihood assessment tools.
