As the community is the first respondent in any emergency situation, there is a need to build the capacity of communities. By enhancing their skills and traditional coping mechanism, the losses from disasters can be minimized. This paper aims to raise awareness on various hazards faced by people, and to encourage the community to assume a sense of responsibility to protect itself and to support public and institutional efforts geared towards disaster preparedness, management and mitigation. It aims at helping the community to take a lead in the disaster management process.
