Cost-effectiveness analysis (CEA) is an evaluative tool that links outcomes with their input costs. Used widely in the health and environment sectors, it has only recently been applied in evaluation of humanitarian aid. This paper examines CEA's potential as a means of quantifying humanitarian aid performance and focuses on the practical and methodological problems that constrain its application.
