Since the nineteenth century, relief funds have been a common response to disas- ters. Yet, as one review has shown, ‘they are often fraught with potential problems that can further distress those whom they are designed to help’ (McLean & Johnes 2000:134). Fund trustees must aim to meet the donating public’s expectations that they will use the fund, as far as is possible, to provide for the ascertainable needs of those who are victims of the disaster. In order to achieve this aim, within the limits of their legal powers as trustees, they may look for guidance on management and distribu- tion. Limited guidance is available to local authorities and other responders on how to set up and manage disaster funds. This report complements and builds on existing guidance. While it is especially aimed at those authorities and individuals who may become advisers, trustees, managers and/or administrators of future appeal funds, it will be of interest to oth- ers interested and involved in planning and responding to the longer term needs of those affected by disasters.
