How do scientists, practitioners and people at risk make decisions, individually and collectively? Social theory, psychology and learning theory have all addressed this question but somewhat independently. This has led to a number of discontinuities in the analysis of risk communication and perception and gaps in research and practioner activity (and funding). The result is a number of unanswered questions.
