The main objective of the AAR was to document best practices, emergency response successes as well as challenges and recommendations aiming at improving CARE Djibouti's operations both with refugees and host populations; thus promoting accountability. Despite CARE Djibouti's challenging start and difficulties - mainly due to a lack of communication among staff - overall, with CARE staff commitment and willingness, the country office met its requirements.
