This independent final evaluation was carried out in the Philippines between 02/01/2017- 07/02/2017, and was funded by the European Commission. The project was implemented by Action Against Hunger, Mindanao Land Acquisition, Housing and Development Foundation (MinLand) and Jesse Robredo Institute at De LaSalle University. The objective of the project was to “uplift the lives of poor households in the five municipalities in North Cotabato Province (namely Arakan, Antipas, Magpet, Matalam and President Roxas, all in Mindanao, South Philippines) through improved and responsive local governance at municipal and community level.” The project was implemented within the sector Governance. Some recommendations include:

  • Action Against Hunger, MinLand and the EU should develop a scheme to ensure the sustainability of project gains with regards to the CSO Federations.
  • Action Against Hunger and EU should promote policy changes on national level with regards to participatory governance.
  • Action Against Hunger and EU should assess the tangible effects of this project in terms of poverty reduction in 5 years.
  • Action Against Hunger should carefully design any future governance project based on the lessons learned of this one.
