The purpose of the evaluation is to assess the mainstreaming of DRR into DG ECHO humanitarian actions, with a focus on different relief sectors and stages in the disaster cycle. Unlike a conventional evaluation exercise, it is not intended to assess the success of individual projects, nor the performance of specific DG ECHO implementing partners. Rather it is a thematic evaluation focussing on mainstreaming DRR, which by definition also includes an assessment of how far the concept is commonly understood and applied across DG ECHO itself. The evaluation also seeks to address the linkages between mainstreaming DRR interventions in DG ECHO funded projects with the actions of funding by other EC funding instruments and other development partners.
