The primary purpose is to ‘learn from the management of UNICEF's Yemen humanitarian response following the escalation of conflict in March 2015’. It is part of the regional learning initiative of multiple country humanitarian evaluations. It is expected that the findings, analysis and learning shall form a critical review and consequent revision of UNICEF preparations and responses to future complex emergencies, particularly in the context of its operations. This undertaking also attempts to test the assumption or hypothesis – i.e., if, and to what extent, do efficient and effective operations of UNICEF enable achieving response appropriateness and intended coverage in humanitarian actions.
