Objectives: to assess: - the success, failures, and impact of the program over the entire program period; - the technical implementation and appropriateness of the technical approaches employed; - the links between IFRC activities and other programs, and assess the involvement of the National Society in project planning and implementation; - the response capacity for the Water & Sanitation unit in emergency situations both inside and outside of Tajikistan.
