This inception report aims to provide an initial roadmap for the conduct of the evaluation, which can help guide the evaluation team and inform evaluation stakeholders. In order to do this, its structure includes the following elements: ? A brief analysis of the context in which the evaluation is taking place, to inform the evaluation design ? A conceptual framework for evaluation of the key evaluation criteria ? A short list of key evaluation questions that build on the evaluation TOR and preliminary stakeholder consultation and analysis during the inception phase ? Outline evaluation methodology and tools to be used and analysis, including initial thoughts on sampling frames, site selection and consultation ? Preliminary work plan, outlining provisional division of duties among the team.
