The number of refugees to be found in the urban areas of developing and middle-income countries appears to have increased considerably in recent years. It is a trend which has given rise to a wide range of concerns amongst UNHCR, its partners and the states concerned.
This paper summarises the key issues and provisional recommendations that have emerged from the research and evaluation process conducted to date. The document is intended to serve as a basis for further discussion, and, eventually, to a reformulation of the policy on refugees in urban areas.
