Objectives: To provide an independent assessment of the effectiveness and impact of UNHCR’s operations in supporting the sustainable reintegration of returning refugees and (where relevant) IDPs in Angola (2002-2008); on the basis of this assessment, to document key achievements and findings regarding the reintegration programme, analysing and taking into account any constraints and opportunities identified; to analyse the extent to which UNHCR’s reintegration policy framework (Framework for Durable Solutions and 4Rs) was relevant and applicable in the Angola context, and to recommend any adjustments which should be made to the draft revised policy framework in view of the Angola experience.
