This evaluation was commissioned by the Country Representation office in Dushanbe of the International Federation of Red Cross and Red Crescent Societies, principally on behalf of the most recent supporters of the disaster-management programme of the Red Crescent Society of Tajikistan: the Finnish, German, Netherlands, Norwegian and Swedish Red Cross, the UK Department for International Development, and DIPECHO – the disaster-preparedness arm of the European Commission’s Humanitarian Aid and Civil Protection office. It draws on the testimony of Red Crescent personnel from Tajikistan itself and from other National Societies based in the country, from Tajik citizens affected by disasters, from Tajik officials in the capital and elsewhere, and on desk-based research in Dushanbe and the UK.
