The objective of the report is to assess the relevance of WFP's response to the Indian Ocean Tsunami crisis, its progress in achieving its objectives and any gaps or unintended outcomes; to measure the effectiveness of the mode of implementation, and the appropriateness and application of operational policies, guidelines and support; to assess the phasing down mechanisms/transition into PRRO.
