This evaluation of GOAL Haiti humanitarian programme was conducted by Simon Foster an Independant Consultant through field work in January to February 2016. Findings: -GOAL has developed and implemented a project that is very relevant. The project design and activities were, in general, highly appropriate to the needs of the target group and their situation. The project could have expanded its livelihood activities beyond business skills training in order to tailor the project to the needs of individual IDPs which have been demonstrated to be quite different - The project demonstrated coherence by being in line with organisational policies and objectives as well as the broader humanitarian response to the camps in Port-au-Prince in particular the guidelines of UCLBP. The project builds on the work of previous relocation projects. Coverage was clear and sound with all camp inhabitants being targeted in order to close IDP sites. - The project was highly effective in meeting its targets as described in the log frame and demonstrated in the surveys. The most important component, the relocation of IDPs, was very successful. The complementary training activities offered IDPs important support to their livelihoods and worked to protect them against future disasters. This reflects the highly organised and efficient manner in which the project was delivered. - The impact of the project is hard to define given its humanitarian nature. But as a contribution to ending displacement and addressing the long term future of former IDPs the change is likely to be quite profound, at least for the majority. - In a broad sense the project’s intervention to relocate IDPs is likely to be sustainable for most of the former inhabitants of the camps as they can access the resources to continue paying their rent or find a different house.
