This literature review analyses governance programmes in countries where there are protracted violent conflicts, or that are in a post-conflict context or that have serious risks of conflict. The analysis focused on three operational areas: support to local governance and local capacity building; improved accountability and legitimacy of state institutions, including improved delivery of public services; changes to social rules and norms that structure governance systems. The study concludes with suggestions for areas of future research.
