In the third iteration of the Grand Bargain (GB) 2023-2026, Signatories have agreed a set of clear objectives to deliver on their original commitments and achieve better outcomes for people affected by crises. Those are captured in the GB 3.0 framework, which is the basis for this implementation agenda. In addition, the great majority of Signatories have endorsed additional commitments through four caucuses, raising considerably the number of issues that need to be tackled by 2026.
There is progress in reaching the GB commitments. This is demonstrated through the 2024 selfreporting cycle and conversations with Signatories. Progress can best be expressed as trends: there is a move towards greater localisation, more multi-year funding, greater awareness about the importance of more equal partnerships, greater readiness to systematically share overheads among partners, greater participation of local actors in coordination and decision-making fora, a rethinking on how risks are approached in partnerships, and steady improvements in internal reporting systems to allow for more disaggregated financial information. At the same time, there is a sense of frustration and discouragement among Signatories due to their perception of a lack of progress on specific commitments – with each assigning the lack of progress to the ‘other constituency’.
In response, the Grand Bargain Ambassadors (GBAs) in consultation with the Facilitation Group (FG) have developed this implementation agenda through 2026 with specific actions to reach the desired outcomes as per the GB 3.0 framework. National Reference Groups (NRG) and local and national actors (LNAs) will play a critical role in providing context specific perspectives, help identifying best practices and sharing overall feedback on implementation at country-level.
The implementation agenda will serve the following three objectives:
1. Allow the different constituencies of government donors (“donors”) and Aid Organisations (“AOs”), as originally referred to in the 2016 GB, to identify a set of key actions that they should focus on until 2026.
2. Provide a comprehensive basis for the Ambassadors, the Facilitation Group and other Champions to prioritise their engagement to advance the GB objectives particularly at country level.
3. Allow all Signatories to more easily assess collective and individual progress in 2026, since most of the identified levers match with the indicators set in the self-reporting exercise.
