
The report aims at providing guidelines for reliability analysis of roadway network in relation to climate change induced effects, in order to apply the illustrated framework for the reliability analysis of the road network of CLUVA cities.
Road network plays an important role in a region during a disaster. The main goal of this kind of network is to allow for the flow of traffic in a region. Such a flow represents the movement of vehicles on the network to facilitate the transportation of goods and passengers to their destination. Therefore when a road segment is closed, it eventually affects the flow of traffic. In the post disaster timeframe, the demand for transportation services may increase as a result of disruptions to the system. The system vulnerability of road networks is subjected to events induced by climate changes, in particular in relation to the extreme consequential events of rainfall such as floods. Attempting to determine which will be the size of climate change induce effects risks in future scenarios and what will be the impact of mitigation actions, focusing on floods and landslides, it is important to assess road vulnerability when it is facing these risks.
The assessment of network reliability following natural disasters is a complex issue that involves several physical and functional factors. Generally the methodology adopted in order to evaluate the road network performance must be chosen in relation to the importance of the role played by the network itself and the availability of data and information on the network.
