In order to give readers a broad picture of the background and context, the first chapter examines the housing problems in China up until the late 1980s. The second chapter describes China’s subsequent awesome achievements in housing and urban development in the face of rapid urbanization. Chapter 3 focuses on case studies in Yantai and describes the types of housing and urban upgrading initiatives that have taken place there. Finally, we examine how the housing and urban upgrading projects are financed in China. One point to keep in mind is that after the major 1988 reform, China encouraged innovation in housing and urban issues, resulting in many local variations in policies. Therefore, Yantai’s specific experience cannot be seen as encapsulating all the approaches that have been adopted over the years in China.
