The report reveals gaps across a range of shelter and HLP issues which should be urgently addressed in order to prevent further deterioration of HLP rights for IDPs and conflict-affected communities and to address their temporary and permanent housing needs. These include:
- Contradictory legal and policy frameworks
- Restricted definition of an IDP
- Lack of access to sufficient and adequate housing
- Fear of losing property in conflict-affected areas
- Military occupation of civilian property and mine/UXO contamination of farmland
- Lack of security of tenure and lack of access to legal services
These are all challenges that need to be addressed by the Government and de facto authorities in NGCA, as well as by humanitarian and development actors.
