This review assesses the implementation of the IFRC Disaster Relief Emergency Fund (DREF) operation supporting the Tunisian Red Crescent Society's response to the September 2018 floods in Tunisia. Based on lessons learned workshops, interviews with IFRC and National Society staff, and a review of operational processes, it examines the effectiveness of coordination, procurement, volunteer management, communication, beneficiary selection, complaints and community engagement, and monitoring.
The report identifies procurement delays, volunteer capacity, communication with affected communities and preparedness as the main operational challenges, while highlighting the continued relevance and positive impact of delayed non-food item distributions and additional assistance provided by branches beyond the DREF operation. It concludes with recommendations to strengthen procurement readiness, emergency preparedness, volunteer capacity, standard operating procedures, strategic communication and institutional learning for future DREF operations.
