Despite many years worth of evaluation and analysis within the sphere of humanitarian action, some very basic information about the humanitarian ‘system’ as a whole – its size, reach, scope of action and capability – remains unknown. The State of the System Review aims to compile some fundamental measures of the composition and performance of the international humanitarian system, providing a baseline for assessing future progress.
