This guide was developed at the request of newly-appointed RCs to provide them with basic information on their humanitarian responsibilities. It is based on IASC policy and guidance. The target audience is RCs with little or no humanitarian experience who may have to face a small-scale sudden-onset disaster. As such, it is purposefully written in plain language without using technical jargon.
