To help displaced Pakistani people cope with the catastrophic aftermath of 2010 floods the Government of Pakistan in partnership with the US Agency for International Development (USAID), the World Bank and the UK Department for International Development (DFID) introduced the Citizen’s Damage Compensation Programme (CDCP), popularly known as the ‘Watan Card’. CDCP is a cash grant scheme, instituted through the country’s National Registration and Database Authority (NADRA) to help people rebuild their homes and livelihoods. This paper describes the implementation process, the challenges for it.
