IRC Research Toolkit: Developing Questions for Program and Process Evaluations

Since 2006, the IRC has completed, or is in the process of conducting, 98 research studies. Of those, 37 are impact evaluations, which aims to measure whether the program caused positive (longer-term) impacts on people’s lives. However, where there is a knowledge gap on how programs are implemented (process evaluations) and the extent to which they reach their intended outcomes (program evaluations), or where there is a donor requirement, other types of evaluation can provide important, actionable information to help improve programs.
