Mainstreaming Disaster Risk Reduction in Urban Planning Practice in Tanzania - Final Project Report

African Urban Risk Analysis Network (AURAN) Phase II project, which was conducted in five African Countries of Tanzania, Kenya, South Africa, Ghana and Senegal is aimed at incorporating Disaster Risk Reduction issues in urban development strategies. In Tanzania, the focus of AURAN Phase II was the mainstreaming of disaster risk reduction in urban planning practice. The main implementer of AURAN Phase II project in Tanzania was a team of staff from Ardhi University, which used flooding and related interventions at the Bonde la Mpunga in Dar es Salaam as a case study. The key stakeholders involved in the research include the local community at Bonde la Mpunga, large estate private developers within the study area, the Kinondoni Municipal authority, Ministry of Lands, Housing and Human Settlements Development (MLHHSD) and the Prime Minister’s Office, which is responsible for disaster and Local Authorities in the country. It is important to note that during the implementation of the research project another team was formed by the Prime Minister’s Office to work on the technical and financial proposals for solving the flooding problems in the area. To maximize the use of resources, the research team and the team appointed by the PMO worked together in the analysis of the problem and formulation of solutions for solving the flooding problem. Therefore, the proposals put forward in this report are expected to be implemented as not just end up in the report as is usually the case in some research projects. This report is organized into eleven parts. The first five parts covers the introduction, background to the research project, the problem that this research project is addressing, the objectives and the methodology used to carryout the research project. Part five through part ten dwell on the discussion of the findings, the technical proposal for addressing flooding hazard within the case study area, proposals for mainstreaming Disaster Risk Reduction (DRR) concepts in the urban planning practice, lessons learnt from the project and the way forward. The last part which is part eleven contains the financial report pertaining to the implementation of various activities of the research project.
