This report was commissioned by Oxfam’s Emergency Food Security and Livelihood (EFSL) team as part of a larger exercise to develop a market analysis toolkit for rapid-onset emergency situations. The impetus for this arose from the recognition by Oxfam, other humanitarian agencies and donors that the impact of interventions upon markets has been insufficiently assessed in the past.
The objective of the initial desk-based research (phase 1) described here is to provide: 1. An overview of Oxfam market information needs and capabilities for market analysis in emergencies to be used in the identification of an appropriate analysis tool. 2. A desk review of existing emergency market analysis tools 3. An outline of the final output expected from phase 2, sketching the format and scope of the emergency market analysis tool envisaged for EFSL.
