Information, Counselling and Legal Assistance (ICLA) Programme in Sri Lanka
The main purpose of the evaluation was to provide an independent assessment of NRC’s ICLA programme in Sri Lanka (March 2005 - October 2007) including protection and advocacy efforts towards assuring the rights of IDPs.
The main emphasis of the evaluation was to be the programme's: • relevance/ appropriateness; • effectives and efficiency, and • Impact and sustainability.
