Progress, prospects and opportunities for effective support
This paper reviews progress on domestic revenue mobilisation (DRM) since the 2015 Addis Ababa Action Agenda, which placed domestic public resources at the center of financing the Sustainable Development Goals. While international partners have supported DRM through initiatives such as the Addis Tax Initiative, overall progress has been limited, particularly in low‑ and middle‑income countries. Challenges include declining commodity revenues, weak fiscal positions, and difficulties translating global priorities into country‑level results.
The report outlines current achievements and obstacles, then offers recommendations for how official development assistance (ODA) can more effectively support DRM. It emphasizes the need for stronger policies, structures, and processes to help governments raise and manage public revenues in ways that reduce poverty and promote sustainable development.
