Terms of Reference
The evaluation covers the Mali emergency operation EMOP 200525 “Assistance for crisis-affected populations in Mali: internally displaced people, host families and fragile communities”. It was intended for both accountability and learning purposes and focuses on assessing: i) the appropriateness and coherence of the operation; ii) its results; and iii) the factors explaining the results. The evaluation assessed the following activities: general food/cash distributions; prevention and treatment of acute malnutrition; emergency school feeding; and food assistance for assets. The evaluation, which makes a number of recommendations for the future, was managed and conducted by a consultancy firm, with fieldwork taking place in May 2014.
