Through a combination of fieldwork and a literature review, ACAPS’ study (July 2014) focuses on three questions:
- What is known about the humanitarian consequences of OSV in NTCA?
- Can OSV be considered a humanitarian crisis?
- How do we measure the humanitarian impact of OSV?
This report provides a detailed assessment of OSV and identifies its main direct and indirect effects across key sectors: health, displacement/migration, education, livelihoods, protection and humanitarian access. It hopes to assist humanitarian organizations to identify the effects of OSV on the population and provides an analysis framework and indicator guidance for measuring the impact, magnitude and severity of the crisis. In so doing, the study attempts to address some of the challenges of assessing the impacts of OSV that result from the lack of systematically available data.
